Your email of 15 August 2003 was gratefully received, and the Universal House of Justice shares in your happiness at the announcement by the Regional Bahá’í Council of the Southern States that two clusters have advanced to the level where intensive programs of growth can be implemented: Austin, Texas, and Broward County, Florida. Kindly convey to the Council the assurance of the prayers of the House of Justice that divine confirmations may continually attend its strenuous labors for the Cause of God and that the progress of these two clusters may set and maintain new heights of achievement.
